关于推进残疾人教育信息化发展的青岛倡议

   今天,教科文组织代表,各国政府官员、学术界、民间社会组织和私营部门的成员汇聚在中国青岛国际教育信息化会议ICT与特殊教育主题论坛,申明我们对于信息通信技术(ICT)推动残疾人教育变革的共识。
  ICT为解决残疾人教育的困难,加快残疾人教育跟上全球教育发展步伐,达成2030年实现迈向全纳、公平和有质量的教育和终身学习目标至关重要。同时,我们也注意到,与普通教育相比,残疾人教育与ICT融合、以及残疾人公平享用ICT服务方面仍然面临诸多困难和挑战,亟需共同关注。

  我们重申2006年联合国大会通过的《残疾人权利公约》宗旨和2015年联合国教科文组织通过的《青岛宣言》所确立的一系列原则的重要性。我们高度评价ICT在推进残疾人教育改革发展和促进残疾人适应知识社会和信息时代中的重要作用。我们强调残疾人平等享有ICT发展成果的权利。鉴于此,我们提出如下倡议:

  一、积极应对ICT给残疾人教育带来的机遇和挑战,促进决策者观念的改变,把ICT与教育改革发展的深度融合作为残疾人教育的基本公共政策。

  二、积极建设全纳的数字化学习环境,确保向残疾人提供无障碍的公共教育资源、设施和服务。其中,优先关注残疾人教育机构数字化学习环境建设。

  三、重视培养残疾人ICT技能和素养,扶持残疾人学习资源和学习工具的ICT支持改造和创新,开发适应于残疾人ICT产品和数字化教育资源,重视研发大数据支持下智能化的残疾人教育管理工具,推进实现残疾人教育信息化的无障碍融合和教育管理人性化、个性化发展。

  四、优先保障贫困和偏远地区残疾人、视力和听力残疾人、重度和多重残疾人无障碍应用数字化设备,促进残疾人教育公平。

  五、建立残疾人在线教育质量指标体系,完善在线教育认证办法,增强在线教育的可信性,提高社会认可度。其中,特别重视网络学历教育、线上在职培训和线上课外辅导质量的建设与认证。

  六、加强ICT环境下的残疾人教育师资培训,提高教师在残疾人教育信息化中的教育实践与创新能力。

  七、强化政府职责,建立政府、企业、残疾人组织和民间社会组织之间的合作机制。敦促国际与区域组织加大对残疾人教育信息化的资源投入。

  八、建立援助发展中国家残疾人教育信息化的国际基金、残疾人教育信息化知识技能全球性网络与信息资料库,强化国际合作。

  为落实上述承诺,我们倡议每隔两年召开一次残疾人教育信息化建设全球性会议,以寻求共识,分享经验,共同探索残疾人教育信息化的发展之路。

  Promote ICT in Education for Persons with Disabilities

  We, representatives of UNESCO, government officials, and members of academia, civil society and the private sector, have gathered at the ICT and Special Education Session of the International Conference on ICT in Education on 23 June 2016 in Qingdao, the People’s Republic of China, to affirm our collective understanding that the information and communication technology (ICT) is promoting the innovation of education for persons with disabilities.

  ICT in education is essential for overcoming difficulty of special education, accelerating the development of education for persons with disabilities to keep up with the global education development, achieving the goal of inclusive and equitable quality education and lifelong learning by 2030. At the same time, we realize that, compared with general education, the integration of ICT in education for persons with disabilities, as well as their fair access to ICT services are facing many difficulties and challenges, which are in dire need of common concerns.

  We reaffirm the aim of Convention on the Rights of Persons with Disabilities adopted by the UN General Assembly in 2006 and the importance of a set of principles established by Qingdao Declaration adopted at International Conference On ICT and Post-2015 Education in 2015. We deeply understand the key roles that ICT increasingly plays in promoting reform on special education and assisting persons with disabilities to adapt themselves to the knowledge society and the information age. We stress persons with disabilities’ rights to have equitable access to the latest ICT. In view of this, we propose the following initiative:

  1.We respond to the opportunities and challenges presented by ICT to education for persons with disabilities. Promote policy-makers to change their notion. We take the in-depth integration of the ICT and educational development as a basic public policy of the education for persons with disabilities.

  2. We build inclusive digital learning environment to ensure that accessible public education resources, facilities and services are provided for persons with disabilities. Priority should be given to the digital learning environment of education institutions for persons with disabilities.

  3. We stress the ICT skills and literacy of persons with disabilities. We support the renovation and innovation of learning materials and tools for persons with disabilities through ICT. We attach great importance to the research and development of intelligent tools of education management for persons with disabilities with big data. We promote the barrier- free integration of ICT and education for persons with disabilities, and the human-friendly and personalized management in education.

  4. We give priority to persons with disabilities in impoverished and remote region, persons with visual and hearing impairments, persons with severe and multiple disabilities to ensure their access to digital devices and to promote equity in education for persons with disabilities.

  5. We develop online education quality indicators for persons with disabilities, improve online education accreditation measures, and enhance the credibility of online education and social recognition. Among them, we pay particular attention to the quality improvement and certification of online degree education, in-service training and after-class tutoring.

  6. We strengthen teacher training for the education for persons with disabilities in ICT environment, improve teachers’ practice and innovation based on ICT in education.

  7. Enhance the governments responsibility to establish a mechanism for cooperation among government, enterprises, organizations for persons with disabilities and civil societies. We call for international and regional organizations to increase investment in ICT in education for persons with disabilities.

  8. We establish a international fund and a global database to support the development of ICT in education for persons with disabilities in developing countries by enhancing international cooperation.

  To fulfill the above commitments, we propose to hold a biennial global conference on the theme of ICT in education for persons with disabilities to seek consensus, share experiences, explore approach for the development of ICT in education for persons with disabilities.
